OREGON DISTRICT 7
INTERLEAGUE GUIDELINES
Fill out the application for interleague play and send into Tom Bowman or Debbie Bedell.
- Let one person from the District/League set up the interleague schedule.
- Find out which leagues want to interleague.
- Find out when leagues can start play (school ball).
- Find out the number of teams from each league.
- Start and stop time for the season.
- What days to play on.
- Have the League Scheduler reschedule rainouts - not the managers or coaches.
- Six to ten teams are a good number to interleague.
- Doing a schedule at a meeting is NOT a good idea.
- Let the District person be the middle person to handle any problems the two leagues cannot solve.
- If there is a manager/coach inter-league meeting - 1 manager and/or coach per team must be present.
- Below is a list of information the District/league person needs to do a schedule:
- Number of leagues
- Number of teams from each league
- Number of fields from each league
- A contact person from each league
- Number of games to play
- State date
- Stop date
- Manager/Coaches names and phone numbers
- Where to send the schedule
DISTRICT 7 EJECTION POLICY
FOR INTER-LEAGUE PLAY
THE FOLLOWING IS THE PROCEDURE THAT WILL BE FOLLOWED WHEN A MANAGER, COACH, AND/OR PLAYER HAS BEEN EJECTED FROM A GAME FOR ANY REASON:
I The umpire shall report such incidents according to the rules found in the LLBB Rule Book. The report shall contain all needed information and is to include the rule numbers that apply.
II The umpire shall report to the District 7 individual directly responsible for the inter-league play and their league President (within 24 hours).
III Once the report has been received, the individual responsible for the inter-league play shall notify those who will serve as a hearing committee. The committee could be made up of the following:
- District Administrator or ADA of Division involved
- District Umpire Consultant
- President/Vice President of the league involved
At the time of notification a meeting will be scheduled to include the above people. This meeting will be held within 72 hours of the ejection.
IV In addition to the hearing committees, members of all others directly involved will be allowed to present information concerning the ejection.
V The hearing will be chaired by the DA or ADA. After all information has been presented, the committee will adjourn to a closed session to review all information. This meeting shall remain confidential within the committee.
VI If the committee upholds the ejection the following penalty shall be imposed:
FIRST OFFENSE: LETTER OF REPRIMAND and/or
SUSPENSION FOR NEXT SCHEDULED GAME or
SUSPENSION FOR REMAINDER OF THE SEASON
SECOND OFFENSE: SUSPENSION FOR THE NEXT SCHEDULED GAME
THIRD OFFENSE: SUSPENSION FOR REMAINDER OF THE SEASON
In all cases a written report of action shall be sent to the DA, ADA, Umpire in Chief, League President of Individual(s) involved and the committee.

All games are important and must count when we inter-league. THESE ARE NOT PRACTICE GAMES. If all games do not count, you are participating in practice games with another league. This is not allowed by Little League and would disqualify your teams from tournament play. It is imperative that managers/coaches make every effort to be at all games with the best that their team has to offer. Check your schedules weekly, show up for all games and remember: All games count towards your win/loss record.
Each team will provide a qualified scorekeeper who will be responsible for keeping the teams' official scorebook. At any time you may be asked to show your scorebook and pitching records to an opposing team. A players LAST NAME and FIRST NAME (INITIAL) is REQUIRED for all scorebook records.
If you cannot field a team for lack of players you must give the manager of the opposing team 24 hour notice of cancellation. Only excuses for lack of players will be school functions and/or verified illness.
Home team will line the field and furnish the bases.
Home team will have at least 2 baseballs available for each game. One new and one good used ball.
Home team will be seated in the third base dugout.
All games will start at 6:00 pm sharp during the week unless otherwise noted by your field.
Home team will furnish at least 1 umpire per game. Umpires must be at least 14 years of age.
Both teams will call in the score through their league.
Home team is responsible for field preparations.
Rain out games must be made up within 7 days and arranged by the teams involved and scheduler (league or district) of that level of play. If there is a problem and they cannot agree on a make up day, the District will work the problem out.

NOTE: If a league uses paid umpires and you do not show for a game, your league (President) will be sent a bill for that games umpires costs.

- Home team will furnish at least 2 qualified umpires per game. Umpires must be at least 18 years of age.
- Juniors - no 15 year olds will be allowed to pitch.
- Pitching: Option 2 will be used (see page 36 of the Baseball Rule Book).
- For doubleheader games, the site where the game is played is responsible for umpires.
- Doubleheader games will consist of two (7) inning games (unless 10 run rule happens).
- Both teams will call in the score through their league.
- Home team (site of doubleheader games) is responsible for field preparations.
- Rain out games must be made up within 7 days and arranged by the teams involved and scheduler (league or district) of that level of play. If there is a problem and they cannot agree on a make up day, the District will work the problem out.

- Sunday games will not start earlier than 2 pm.

- Rescheduling shall be done by the softball VP for your league.
- Each team will furnish at least two (2) regulation softballs - color pink "recommended" - for each game. One new and one good used ball - both of the same color.
- The home team will furnish at least 1 qualified umpire for each game.
- The home team shall be responsible for making sure that the playing fields are ready for play.
- The visiting team shall keep in mind that they are representatives of their respective leagues. They are to show proper respect for others fields and help keep them clean.
- There is only one set of Little League Softball Rules. When inter-leaguing games are played, all games will be played by these rules. The official Little League Rules will be used for rules interpretations and/or protest resolutions.
- Ten run rule applies. If a team is ahead by 10 runs after regulation play of 4 innings (3.5 innings if the home team is ahead), the game is finished.
- AA: Each half of an inning will end after 3 outs or 5 runs.
- Continuous batting order - each team bats the team's entire roster in order.
- Length of games: No new inning can begin after 1 hour & 45 minutes
- All machine pitch through May 10, 2009. On May 11, 2009, change to 2 inning machine pitch and 2 inning kid pitch.
- 4 outfielders are allowed on the outfield in addition to the 6 infield players.

AA SB
- Once the ball is thrown back into the infield on a hit into the outfield, runners may only attempt to continue to the base they were running to. Once that base is reached, they must stop there. Only 1 base is allowed on any overthrow(s).
- 2 Coaches are allowed on the defensive field for instructional purposes (as long as there is 1 coach in the dugout at all times). Coaches will make every attempt to not hold up the game or to distract players once play has begun.

DISTRICT 7 INTER-LEAGUE REGULATIONS
FOR MAJOR/JUNIOR SOFTBALL
- All games are important and must count when we inter-league. THESE ARE NOT PRACTICE GAMES. If all games do not count, you are participating in practice games with another league. This is not allowed by Little League and would disqualify your teams from tournament play. It is imperative that managers/coaches make every effort to be at all games with the best that their team has to offer. Check your schedules weekly, show up for all games and remember: All games count towards your win/loss record.
Each team will provide a qualified scorekeeper who will be responsible for keeping the teams' official scorebook. At any time you may be asked to show your scorebook and pitching records to an opposing team. A players LAST NAME and FIRST NAME (INITIAL) is REQUIRED for all scorebook records. This will also help meet the Little League all star verification criteria.
If you cannot field a team for lack of players you must give the manager of the opposing team 24 hour notice of cancellation. Only excuses for lack of players will be school functions and/or verified illness.
Rescheduling shall be done by the softball VP for your league.
Each team will furnish at least two (2) regulation softballs (size per Little League Rule Book) for each game. One new and one good used ball - both of the same color.
The home team will furnish at least 1 qualified umpire for each game.
The home team shall be responsible for making sure that the playing fields are ready for play.
The visiting team shall keep in mind that they are representatives of their respective leagues. They are to show proper respect for others fields and help keep them clean.
There is only one set of Little League Softball Rules. When inter-leaguing games are played, all games will be played by these rules. The official Little League Rules will be used for rules interpretations and/or protest resolutions.
Ten run rule applies. If a team is ahead by 10 runs after regulation play of 4 innings (3.5 innings if the home team is ahead), the game is finished.
MAJORS ONLY: Continuous batting order - each team bats the team's entire roster in order.
Length of games: No time limit.
Communications is the key to having a good season when inter-leaguing. Sunday of each week the managers need to call the other teams they will be playing for the week to make sure that everyone is on the same schedule.
Major & junior softball umpires need to be notified if games are canceled. Each week the softball VP of each league should be given a list of umpires scheduled for games for the following week. NOTE: If a league uses paid umpires and you do not show for a game, your league (President) will be sent a bill for that games umpires costs.
